His main task, which the Hokage personally established when he was convinced of his loyalty... don’t ask how he did it... it’s sickening to even remember... his main task was to protect Mito. In fact, this task was entrusted to him by the Uzukage himself, who trusted him very much. Tobirama was only testing the man's loyalty to the Fire Nation. If we remain on the border with the country of Grass, then we will simply have nowhere to retreat. We do not have a fortress, like on the Lightning front, or some kind of mountain range, like on the Sand front. It will be useful to know the exact numbers and level of enemy forces. From this it will be possible to build a further defense strategy, and maybe even attacks. Well, I’m already exaggerating, however, if the enemy allows me, then I can sabotage his camp at least every day. A dozen or two such antics could even out our chances of holding the front. But I’m already looking too far. Now it is important to know the enemy and understand his plans. I don't believe that all the villages united against Konoha and Kiri. This would be too bold a step on their part. Not even that. This would be an admission of their weaknesses apart from each other. Okay, we're already approaching the border.
